These measures are designed to support the sustainable growth of the mining industry while encouraging environmental protection.
The three key policy areas include: First, increasing financial support from the national special fund for green mine development. This will involve opening up more funding channels to incentivize companies to invest in greener technologies and practices. Second, developing policies that favor the growth of green mining enterprises. This includes offering preferential treatment for land use in mining areas, supporting local governments in piloting land reuse projects, and providing necessary land indicators to meet the needs of the industry. Additionally, there will be a focus on prioritizing mineral rights allocation for green mines under similar conditions, as well as controlling total mining quotas with a tilt towards sustainable practices.
Third, the government is looking into resource tax policies that align with green mine construction. This involves including green mine enterprises in value-added tax and income tax incentive programs, and exploring mechanisms that link resource compensation fees and taxes with environmental performance. It also includes allowing demonstration areas to use restoration funds for ecological recovery efforts. The ministry is also considering tax reductions and exemptions for these enterprises, aiming to build a comprehensive economic policy framework that supports green mining and aligns with legal standards.
Zhai Jianhua emphasized that alongside these policy initiatives, the ministry will continuously refine its standards and systems, ensuring strict control over resource access and usage. They aim to improve regional and industry-specific green mine construction standards, while reinforcing corporate responsibility in achieving long-term sustainability goals.
