Liquidated Sun Financial Assistance Funds Released Relevant provinces, autonomous regions, and municipalities directly under the Central Government, as well as cities with separate planning status: Based on the financial subsidy regulations for the Golden Sun Demonstration Project and the results of relevant departmental reviews, the financial subsidies allocated for the 2009–2011 demonstration projects in your region will be subject to final settlement. The following matters are hereby notified: I. Projects completed within the stipulated time frame, with final acceptance, audit, and grid-connected power generation finalized, will be eligible for the corresponding subsidies. II. Projects that were not completed within the designated period will have their demonstration status revoked, and any pre-allocated funds must be returned. III. For projects completed within the 2009–2011 timeframe but failing to complete acceptance, final accounts, or grid connection on time, the advance allocation of funds will be reclaimed. Specifically: 1. Projects completed in 2009 and 2010, although the audit was not fully concluded, had completed final acceptance and account settlement by June 30, 2012, or had passed the final inspection but were not yet connected to the grid. If power generation was completed by June 30, 2013, a review and confirmation letter is required for settlement. If the project was completed but the formal acceptance and account procedures were not finalized by June 30, 2012, or if grid connection was not achieved by June 30, 2013, the demonstration qualification will be canceled. Please confirm this letter and proceed with the liquidation process. 2. Projects completed in 2011, which had finalized acceptance and audit procedures by June 30, 2012, but had not yet been connected to the grid. If they can complete the grid connection and power generation by June 30, 2013, an asset settlement will be required. If the grid connection has not been achieved by that date, the demonstration qualification will be canceled, and a confirmation letter must be submitted for asset clearance. IV. Based on the approval for specific project fund allocations or recoveries, as listed in Annex 2, the required amounts will be included in the 2013 "21112 Renewable Energy" budget expenditure category. V. Projects that have had their demonstration qualifications revoked may still be eligible for distributed PV power subsidies under national regulations. According to industry sources, this initiative is expected to trigger a surge in Chinese solar projects in June this year, while also clearing obstacles for upcoming power subsidies. The policy aims to ensure transparency, efficiency, and accountability in the use of public funds, promoting sustainable development in the renewable energy sector.
