Based on the relevant financial subsidy fund management regulations for the Golden Sun Demonstration Project and the results of departmental reviews, the financial subsidies allocated to the Golden Sun Demonstration Projects in your region (provinces, autonomous regions, municipalities directly under the Central Government, and separately planned cities) from 2009 to 2011 will now be subject to final settlement. The following matters are hereby notified:
I. Projects that were completed within the stipulated time frame and have successfully passed completion acceptance, final accounting, and grid-connected power generation will be eligible for corresponding subsidies.
II. Projects that failed to meet the deadline for completion will have their demonstration status revoked, and any advance payments made will need to be returned.
III. For projects completed within the 2009–2011 period but not fully meeting all required procedures—such as failing to complete acceptance, final accounts, or grid connection—funds already allocated may be reclaimed. Specifically:
1. Projects completed in 2009 and 2010: If the audit was not finalized, but the project had passed acceptance and final accounts by June 30, 2012, or if the acceptance check was done but grid connection was delayed, but power generation was completed before June 30, 2013, a review and confirmation letter must be submitted for settlement. If the project was completed but acceptance and final accounts were not finalized by June 30, 2012, or if grid connection was not achieved by June 30, 2013, the demonstration qualification will be canceled. Please confirm this letter and proceed with the liquidation.
2. Projects completed in 2011: If the acceptance and final accounts were completed by June 30, 2012, but grid connection was not yet achieved, and if the project can complete grid-connected operations by June 30, 2013, then an asset settlement process should be initiated. If grid connection is still not completed by June 30, 2013, the demonstration qualification will be canceled. A confirmation letter is required for the asset clearance.
IV. According to the approved allocation or recovery of specific project funds, the amounts listed in Annex 2 must be included in the 2013 "21112 Renewable Energy" budget expenditure category.
V. Projects whose demonstration qualifications have been canceled may still be eligible for distributed PV power subsidies according to national regulations.
