Statistical Table of Installations of Photovoltaic Power Generation in China's Provinces and Cities

Abstract In November 2013, in order to implement the "Several Opinions of the State Council on Promoting the Healthy Development of the Photovoltaic Industry," China aimed to clarify the goals and tasks for photovoltaic power generation. This move was designed to accelerate the domestic application market and promote the orderly construction of photovoltaic projects across the country. The National Energy Administration introduced a national photovoltaic system, setting annual power generation targets. They issued a proposal for the pre-arrangement plan of the scale of China’s photovoltaic power generation in 2013 and 2014, which was shared with all provinces and cities nationwide. This plan was based on a comprehensive evaluation of solar resources, power demand, and local policy support in each region. According to available data, China added approximately 10 GW of new photovoltaic capacity in 2013. By the end of the year, the total installed capacity reached 16.5 GW, including 5.7 GW from distributed projects and 10.8 GW from large-scale photovoltaic power plants. Among the top PV installation provinces, Qinghai had 3.21 GW, Gansu 2.83 GW, Xinjiang 1.28 GW, Ningxia 1.26 GW, and Inner Mongolia 910 MW. At the 2014 National Energy Work Conference on January 14, the National Energy Administration finalized a target of 14 GW of new PV installations for 2014. Previously, the draft had set the target at 12 GW, with 8 GW for distributed systems and 4 GW for ground-mounted power stations. The final allocation was adjusted to 60% for distributed (around 8 GW) and 40% for ground-mounted (about 6 GW). These developments marked a significant step forward in China's renewable energy strategy, reflecting the government's commitment to expanding clean energy sources while balancing regional capabilities and market demands. The focus on both distributed and utility-scale projects showed a more balanced approach to growth, ensuring sustainable development in the long term.
