In terms of resource self-sufficiency rate, the planning requirements, through domestic development and foreign mineral resources cooperation, strive to achieve 40%, 80% and 50% of China's copper, aluminum and zinc mineral raw materials in 2015. Recycled refined copper and recycled aluminum, recycled lead production accounted for 40%, 30% and 30% of refined copper, electrolytic aluminum and refined lead production.

In terms of improving concentration, the plan requires that by 2015, the top 10 enterprises in copper, aluminum, lead and zinc account for 90%, 90%, 70% and 70% of the total national production respectively.
