50,000 tons of recycled copper enterprises will be eliminated
The new edition of the "Entry Requirements for the Copper Smelting Industry" has officially started to gather public opinions. The draft outlines strict regulations on various aspects such as enterprise layout, production scale, external resource availability, energy consumption, resource recycling, and environmental protection. According to the proposal, newly built or renovated copper smelting facilities, as well as single-process copper recycling enterprises, must have a minimum smelting capacity of 100,000 tons per year. Additionally, companies with a single production capacity of 50,000 tons per year will be gradually phased out.
The draft also emphasizes the importance of raw material sourcing. It requires that the proportion of self-owned raw materials, such as copper concentrate and scrap copper, should exceed 30%. Alternatively, companies that have been involved in joint ventures or cooperative agreements for more than five years should meet over 50% of their total material needs through these partnerships. Moreover, large and medium-sized copper smelting companies are encouraged to process waste copper. Existing single-process recycled copper enterprises must maintain a minimum annual production of 50,000 tons, while those producing 50,000 tons of cathode copper from recycled sources will be phased out.
In terms of energy efficiency, the new standards set stricter benchmarks. New copper smelting enterprises must ensure that the comprehensive energy consumption for the crude copper smelting process does not exceed 180 kg of standard coal per ton. The electrolysis process, including purification, should consume no more than 100 kg of standard coal per ton. For existing enterprises, the crude copper smelting process must stay below 330 kg of standard coal per ton, which is significantly lower than previous requirements.
Compared to the 2006 entry standards, these new criteria are much more demanding. In 2006, the comprehensive energy consumption for crude copper smelting was capped at 550 kg of standard coal per ton, and existing enterprises were allowed up to 900 kg. The new rules clearly reflect a stronger push toward sustainability and efficiency in the industry.
Additionally, the updated access conditions place greater emphasis on resource utilization. New copper smelting enterprises must occupy less than 4 square meters per ton of copper produced. Water recycling rates should be above 97.5%, with new water consumption per ton of copper kept under 20 tons. The sulfur capture rate during the smelting process must exceed 99%, and the sulfur recovery rate should be above 97.5%. Wastewater discharge from copper smelting operations must meet strict environmental standards, with less than 2 tons of wastewater generated per ton of copper produced.
These updates highlight a shift toward greener and more efficient industrial practices, ensuring that only the most advanced and environmentally responsible companies can operate in the copper smelting sector.
