China's hard hat industry development status

According to data released by the State Administration for Market Regulation of China (formerly known as AQSIQ), there were 210 certified manufacturers producing safety helmets nationwide by the end of 2011, spread across 21 provinces and cities. A significant portion of these companies are located in Jiangsu, Zhejiang, Hebei, Shandong, and Anhui, collectively accounting for 64% of all helmet producers in the country (excluding unlicensed or foreign contract manufacturing firms).

With over 80 million workers in China required to wear hard hats, the annual demand for safety helmets exceeds 50 million units. Around 10 million helmets are exported each year to countries such as Russia, Europe, and the Middle East. Industry surveys indicate that the 210 licensed manufacturers produce between 30 to 35 million helmets annually, with sales showing a consistent growth rate of more than 10% year on year.

Despite this, the actual supply from certified companies only meets about 60-70% of the national demand, leaving a gap of 15 to 20 million helmets. This means that up to 30-40% of helmets currently in use are produced by unlicensed manufacturers. These counterfeit products often lack quality control and are not subject to government oversight, posing serious safety risks to workers and undermining market stability.
