Currently, four key coal logistics parks have been established, including the Taiqi “No. 3” coal logistics market and the Duolun County coal logistics market, both organized by the Regional and League Development and Reform Commissions. These parks have a combined planning capacity of 680 million tons per year. Additionally, six more coal logistics parks are under construction, also organized by these commissions, with a collective annual transmission capacity of 58 million tons. The Haoli Comprehensive Logistics Park project, focusing on logistics and coal trading, has officially commenced construction. Located north of G303 line and east of the planned East Ring Road in Tin City, it covers a total area of 9,003 mu (approximately 6.02 square kilometers). The first phase will cover around 3,000 mu with a building area of 370,000 square meters. With an estimated investment of 650 million yuan and a construction period of two years, the project is being carried out by Xilin Gol League Haoli Traffic Construction Co., Ltd. So far, the park’s master plan has been completed, and necessary land-use approvals and other preliminary procedures are underway. As of now, the highway logistics sector in the League employs 19,800 workers, with 53% working locally. According to data from the tax department, from January to August 2012, the raw coal output reached 80.9464 million tons, generating an industrial value of 7.818 billion yuan. The coal mining industry contributed a total tax revenue of 2.333 billion yuan, including 1.771 billion yuan in value-added tax and 563 million yuan in corporate income tax. By September 2012, the coal mining and washing industries had collectively generated 908 million yuan in taxes, including 229 million yuan in corporate income tax, 420 million yuan in individual income tax, 490 million yuan in urban construction tax, 100 million yuan in real estate tax, 80 million yuan in stamp duty, 89 million yuan in land use tax, 117 million yuan in land acquisition tax, and 361 million yuan in resource and other taxes. Despite challenges, the coal logistics sector in Ximeng continues to grow and adapt, playing a vital role in the regional economy.
