The **Chengdu Furniture Industrial Park**, located in Xindu, has become a focal point of public concern due to allegations of illegal land use. Reports suggest that some developers are suspected of selling without proper licenses and that real estate on the land is being marketed illegally. These issues have sparked widespread discussion among local residents. In an interview with reporters, the Chengdu Xindu District Land and Resources Bureau confirmed that there are indeed violations related to land use within the park and revealed that they issued a notice to Chengdu Jusen Real Estate Co., Ltd., one of the companies involved in these violations. What surprised many in the industry was the announcement by the Chengdu Municipal Bureau of Land and Resources online, revealing the results of a land transaction for the Chengdu Furniture Industrial Park. The parcel covered 52.6832 acres, with a price of 560,000 yuan per acre. According to the reporter’s investigation, only Chengdu Jusen Real Estate Co., Ltd. had registered for the bidding process, which raised questions about how such a company could participate in a legal land auction while previously being identified as an illegal operator. The Ministry of Land and Resources confirmed the existence of illegal land use in the park. A deputy director acknowledged the issue and mentioned that the Ministry had already launched an investigation. He stated that the "Home and Homeland" project by Chengdu Jusen Real Estate Company had been reported before all necessary procedures were completed, and after investigation, it was found to be true. The company was subsequently penalized. Despite this, the Xindu District Land and Resources Bureau did not allow the reporter to copy the penalty decision. After further inquiries, the details indicated that in November 2010, Chengdu Jusen illegally occupied 22.78 mu (15,186.74 square meters) of land in Ruiyun Community, Longqiao Town, for non-agricultural construction, violating the Land Administration Law. As a result, the company was ordered to return the land, confiscate newly built structures, and pay a fine of 455,602.2 yuan. The payment was due by June 8, 2011. However, the reporter discovered that the groundbreaking ceremony for the "Home and Homeland" project took place as early as September 2010, attended by officials from the provincial, city, and district levels. By December 2010, the company had already begun investment promotion activities and had constructed four floors before being punished. Despite this, the land was later listed for sale again. In December 2010, the Chengdu Municipal Bureau of Land and Resources listed the parcel under code XD24 (211): 2010-123. While other developers also showed interest, only Chengdu Jusen participated in the bidding. This led to conflicts, and the land was eventually revoked and re-listed for sale. The company, however, ended up winning the bid once more. This series of events suggests that the illegal land was "smartly" wrapped in a legal appearance. Industry insiders worry that projects previously halted may quietly complete their procedures and reappear in the market under a legitimate guise. Indeed, this has already happened. According to Zheng Xuen, deputy director of the Chengdu Xindu District Land and Resources Bureau, illegal land use does exist in the park. He admitted that the park's government-backed nature led to relaxed land supervision, resulting in inadequate oversight. He emphasized the need for increased monitoring. A seller at the Chengdu Furniture Industrial Park told reporters that the management committee had recently held a meeting, ordering all projects to stop construction until the necessary permits were obtained. Advertisements and signs were removed, and some new facilities were covered. However, the "Home and Homeland" project, having acquired a legal appearance, resumed operations. Throughout this process, the transformation of illegal land into a legal form appears systematic rather than accidental. Deputy Commissioner Zheng Xuen's remarks hint at possible negligence or even collusion between local authorities and developers. According to data from the Ministry of Land and Resources, illegal land use remains a serious issue nationwide, often driven by local governments and unscrupulous developers who exploit loopholes to avoid accountability. This cycle continues to fuel the growing problem of illegal land use and construction.
