Here's a detailed breakdown of the new rules:
I. Establishment and Layout of Production Enterprises
New or expanded smelting projects must align with national industrial policies, mineral resource master plans, and industrial development strategies. They must secure legal and stable raw material sources, such as signed contracts with licensed mines, and are prohibited from purchasing materials from illegal operations. At least 50% of the project’s capital must come from the company’s own funds.
II. Production Scale and Technological Equipment
For newly built, reconstructed, or expanded projects, the annual production capacity for refined antimony or antimony trioxide should not be less than 5,000 tons. Key equipment must meet specific standards: blast furnace outlet area of at least 1 square meter per unit, reflector furnace hearth of no less than 10 square meters per unit, and leaching tanks of at least 5 square meters per unit. All projects must include comprehensive recovery systems and effective treatment of "three wastes" (waste gas, waste water, and solid waste).
III. Resource Recycling and Energy Consumption
(1) Comprehensive recovery rate for refined smelting:
- Using *oxygen mixed ore: Antimony ≥90%
- Using oxidized ore: Antimony ≥88%
- Using *ore: Antimony ≥95%
- Using brittle *lead-bismuth ore: Antimony ≥80%, Lead ≥88%
The overall recovery rate of valuable metals must be at least 80%.
Energy consumption for refined products should be below 1.03 tons of standard coal per ton, and power consumption should not exceed 460 kWh per ton.
(b) Beryllium White (Antimony Trioxide)
- Direct production process: Yttrium recovery rate ≥90%, energy consumption ≤1.0 ton of standard coal per ton, power consumption ≤450 kWh per ton.
- Indirect production process: Yttrium recovery rate ≥99%, energy consumption ≤0.02 ton of standard coal per ton, power consumption ≤100 kWh per ton.
(3) Recovery rate for triazoles produced via leaching method: ≥98%.
(D) Water recycling: Total water reuse rate should reach at least 95%.
IV. Products and Quality
(I) Tantalum Mining and Selection – Includes specifications for plutonium ore, plutonium concentrate, and lead-antimony mixed concentrates.
(b) Antimony Processed Products – Quality standards:
- Fine antimony (antimony ingots): Complies with GB/T 1599-2002
- Antimony oxide (tantalum white): Complies with GB/T 4062-1998
- Sanhua Huanji products: Meet GB 5226-86
Other products must adhere to national, provincial, and industry quality standards.
V. Energy Consumption Limits for Smelting Enterprises
Each enterprise is required to monitor and limit energy usage per unit of product to ensure efficiency and compliance with environmental goals.
