The municipal environmental protection department uniformly organizes and coordinates the development of the circular economy of the city's stone industry. Social organizations, industry associations, enterprises and institutions, and grassroots mass autonomous organizations should give full play to their respective advantages and adopt various forms to promote the development of circular economy in the stone industry.

Industry associations shall provide information and technical services for the development of circular economy for enterprises in the industry, organize enterprises in this industry to carry out resource conservation and waste recycling, and formulate industry standards and technical specifications for the development of circular economy in the industry according to the policies and measures for circular economy development. .

Article 8 Stone mining and processing enterprises shall use advanced production techniques to improve the utilization rate of stone materials, and it is strictly forbidden to use blasting methods to mine stone materials.

Existing blasting methods should be replaced by advanced production processes such as wheel saw cutting before December 31, 2007, and those that do not comply with the regulations shall be shut down according to law.

Article 9 Stone processing enterprises shall support the construction of large saw sedimentation tanks, reservoirs, circulation tanks and drying tanks, cutting machines, grinding machine sedimentation tanks and circulation tanks to realize the full recycling of wastewater, and shall not be discharged. Stone processing enterprises that violate the environmental laws and regulations and sneak out the discharge of waste water and slag, causing serious environmental pollution, shall be shut down according to law.

Article 10 Encourage the stone processing industry associations or other organizations to set up professional clearing and transportation companies to collect and recycle the waste stone materials and sawing mud of each stone processing enterprise in accordance with the market-oriented operation mode.

Article 11 Encourage enterprises to comprehensively utilize waste rock materials and sawing mud. The recycling of waste stone and sawing mud shall not cause secondary pollution.

Article 12 The environmental protection department shall collect the sewage charges in full according to law. In addition to the national and provincial finances, the sewage charges paid by the stone industry are mainly used for comprehensive remediation of stone pollution.

Article 13 Encourage and guide existing small-scale processing industrial households to adopt a partnership or shareholding cooperative system, take the road of group, scale and scientific development, improve production technology and technology, improve resource utilization, and improve the scientific and technological content of products. And added value.

Article 14 Governments at all levels shall establish special research and development funds for waste rock materials and sawing mud recycling projects, and encourage research and pilot projects on the comprehensive utilization of stone waste.

Article 15 For the comprehensive utilization project of waste stone and sawing mud, the land and resources department shall give priority to the project land. For the plant construction project of the enterprise, the urban construction department shall be exempted from the urban infrastructure supporting fee. For the comprehensive utilization project of sawing mud that meets the high-tech conditions, the science and technology department shall recommend the application of high-tech projects.

Article 16 Under the same circumstances, construction projects invested by the government shall give priority to the use of building materials products produced using waste stone materials and sawing mud. Other construction projects are encouraged to use building materials that are produced using waste rock and sawdust.

Article 17 A stone mining enterprise shall carry out ecological restoration of its abandoned mines and pay a deposit for the management of the geological environment of the mine in accordance with relevant regulations.

Article 18 The government shall increase the propaganda of the circular economy and encourage enterprises and individuals to adopt a circular economy approach in the development of the stone industry to improve resource utilization and protect the ecological environment.
Article 19 These Measures shall come into force on February 1, 2007.
