This fundamentally guarantees the investment in protective equipment.

However, this has no obvious effect on the practical problem of solving the huge gap in safety investment. The "Measures" issued by the government will take some time to produce results in a wider range. The national economic development model and industrial structure have established a macro fundamental background and foundation for occupational safety. Since the reform and opening up, the proportion of the manufacturing industry in the entire national economy has gradually increased. The rapid development of the manufacturing industry has enabled the entire Chinese economy to take off quickly. However, the social problems and economic problems it brings are very obvious. The specific production process of manufacturing industry contains more factors that harm the human body and pollute the environment than other industries. Therefore, the incidents that seriously harm human health will also increase dramatically. At the same time, the previous measures for the protection of employees are no longer sufficient to meet today's needs.

China's manufacturing industry is mostly infrastructure construction and labor-intensive industries. The risks inherent in the industry itself are relatively large. Most of the employees engaged in labor are not well-educated and have little awareness of self-protection. The rapid development of the manufacturing industry itself and the lagging labor protection situation have opened up a huge gap. Moreover, many manufacturing industries in China are at the end of the world's industrial chain, and they only occupy a small proportion of profit sharing. This objectively reduces the costs that can be used for labor safety protection.

The number of work-related accidents has decreased and stabilized.
